The TPA Board of Directors is recommending comprehensive proposed changes in the Association’s Bylaws.  The proposed organizational, operational and procedural revisions are aimed at improving the efficiency and responsiveness of the association, as well as its inclusiveness, transparency and accountability. The Proposed 2010 Revisions document contains brief explanatory comments in the right-hand column that summarize the changes.

Member input on the proposed changes is welcome and encouraged:

  • A special forum has been set up in PharmTalk on the TPA website where you can post comments about the proposed changes and view the feedback posted by others.
  • TPA Executive Director and CEO Joe DaSilva will travel around the state in the next two months to meet with as many TPA local leaders as possible to discuss the proposed changes. Joining him as her schedule allows will be House of Delegates Chair Mary Klein.
  • Two Governance Forum conference calls will be held on June 3: one at 7:30 a.m. and one at 7:30 p.m. Interested members can call in to hear an explanation of the changes and ask questions of Joe DaSilva. To take part in the forum, dial 1-866-206-0131 and enter pin number 919539#.

What are the Bylaws?

TPA’s Bylaws determine the basic structure, officers and operation of the Association. (Other aspects of Association governance are covered by board policies and staff policies.) Among the critical matters governed by the Bylaws are:

  • Membership categories and eligibility;
  • The composition, responsibilities and meetings of the Board of Directors;
  • The names, structure and governance of academies;
  • Elections of statewide officers, Board members and academy leaders;
  • The composition and responsibilities of the House of Delegates;
  • The structure and operation of local associations;
  • Rules of conduct for members; and
  • The process & guidelines for amending the Bylaws.

As required by the current Bylaws, the proposed changes were submitted in writing to the Association 120 days prior to the convening of the House of Delegates. Changes in the Bylaws must be approved by a two-thirds vote of the House of Delegates, which meets annually at TPA's Rxperts Conference & Expo. The 2010 House of Delegates will convene at 10 a.m. on Sunday, July 18, 2010, at the Hilton Austin Downtown.
